前几天，“东方之星”的沉船事件，让人们对每个生命的离去深感惋惜，四百多条生命倾刻间离开了他们的家人，使许多家庭深陷痛苦之中。这一番事故告诉我们：安全就是生命，忽略了安全，就像失去了生命。事故的发生，再一次敲响了人们对生命安全的警钟。我有时在想，如果船上的任何一位人员，若有点安全意识，在收到天气预报黄色预警时，敢于站出来提出安全第一位，及时制止船只前行，使其抛锚停船，也许悲剧就不会发生了。
我曾经听过一则新闻，从西安飞深圳的航班延误了四个小时，理由很奇葩，说是机长没睡好，有很多人不理解，甚至集体去闹事。如果机长没睡好觉，硬是启动飞机，很可能会发生空中事故等安全状况。这个故事也告诉了我们“安全责任重于泰山”，我们应该从事后处理转向事前预防，不要等到事故发生后再后悔莫及。

发生食品安全事故时，各部门应立即向公司主管领导汇报，并由公司统一向当地卫生行政部门作出书面报告。任何个人或部门不得对食品安全事故进行隐瞒、谎报、缓报，不得毁灭有关证据。
4.2初次报告

4.3阶段报告

(2)较大学校食物中毒事故，是指一-次中毒100人及以_上，或出现死亡病例的食物中毒事故。
(3)一般学校食物中毒事故，是指一次中毒99人及以下，未出现死亡病例的食物中毒事故。
5.工作原则
根据食品安全事故的范围、性质和危害程度，对重大食品安全事故实行分级管理;有关部门按照本预案规定，落实各自的职责。坚持群防群控，加强日常监测，及时分析、评估和预警。对可能引发的重大食品安全事故，要做到早发现、早报告、早控制。实行科学民主决策，依法规范应急必救援工作，确保应急预案的科学性可操作性。对重大食品安全事故要作出快速反应，及时启动应急预案，严格控制事故发展，有效开展应急救援工作，做好重大食品安全事故的善后处理及整改督查工作。
二、应急处理组织机构及其职责

三、发生食品安全事故具体处置对策
1、立即拨打电话120，对中毒人员急救，同时向上级教育主管部门、卫生管理部门和市场监督管理部门报告。
2、组织人员认真细致地调查中毒原因，同时保护好现场呕吐物，为**部门及食品药品监督管理局提供第一手资料。
3、立即查封学校食堂，对当天出售的饭菜留样进行封存，待相关部门取样检测。
四、责任制度
1、事故报告制度：必须在事发5分钟内向学校报告，学校在事发10分钟内向教育主管部门、食品监督管理部门报告，在事发半小时内向上级教育主管部门和市场监督管理局报告事态发展情况。
2、事故追究制度：对事故有延报、慌报、瞒报或处置不当，要追究当事人责任，学校食品卫生安全领导小组须组织力量做好学生及亲属的安抚工作，确保不让事态扩大，任何个人不得自行散布事故情况信息，造成严重后果的要追究其法律责任。
