许多环境问题是跨国界的，甚至是全球性的，如温室效应和臭氧层破坏等大气污染，需要世界各国的共同努力才能逐步解决。人们在70年代早期开始认识到氟氯烃可能对环境有害，并且开始寻找代替品。到了80年代中期,臭氧层破坏的证据已经日益清楚，采取共同行动的呼声也日益高涨。到了1987年，许多国家的代表汇集在加拿大第二大城市蒙特利尔，签署了《关于消耗臭氧层物质的蒙特利尔协定书》。这个协定书是对付世界环境公害的一个开创性的国际协定，目的是控制氟氯烃和其它破坏臭氧层的物质的消费量，保护地球的“外衣”，也保护人类自己。经过修正后的蒙特利尔协定书是一个有约束力的国际协定。按照规定，工业国的氟氯烃和其他受限制物质的排放量必须立即减少，在20xx年以前逐步完全停止使用这类物品。发展中国家在1996年以前可以继续有限度的增加这些物质的消费，然后就应当逐步减少，到20xx年时必须完全停止使用这些有害物质。除了时间上的优惠以外，这一协定书还包含了两个对发展中国家有利的条款：一个是建立一项临时多边基金，帮助发展中国家采取代替氟氯烃的技术;另一个是技术转让条款，要求签字国把最好的技术按照“公*和最有利的条件”转让出去。

垃圾正成为困扰人类社会的一大问题，全世界每年要产生超过计划10亿吨的垃圾，大量的生活和工业垃圾由于缺少处理系统而露天堆放，垃圾围城现象日益严重，成堆的垃圾臭气熏天，病菌滋生，有毒物质污染地表和地下水，严重危害人类的健康，这种现象若得不到遏制，人类将被自己生产的垃圾埋葬掉。
2、解决办法
要解决固体废物的危害，惟有全体人民集体行动起来，充分利用资源，加强资源再利用，不随便抛弃固体物质。**应出台一系列关于固体废物处理的条例，以规范大众的资源利用行为，减少废物排放。公民应该从小事做起，为人类自身创造美好的生活环境，让我们生活在一个无垃圾困扰的环境里。
四、水土流失
1、概述
水土流失是指在水流作用下，土壤被侵蚀、搬运和沉淀的整个过程。在自然状态下，纯粹由自然因素引起的地表侵蚀过程非常缓慢，常与土壤形成过程处于相对*衡状态。因此坡地还能保持完整。这种侵蚀称为自然侵蚀，也称为地质侵蚀。在人类活动影响下，特别是人类严重地破坏了坡地植被后，由自然因素引起的地表土壤破坏和土地物质的移动，流失过程加速，即发生水土流失。
水土流失是我国土地资源遭到破坏的最常见的地质灾害，其中以黄土高原地区最为严重。我国目前水土流失总的情况是：点上有治理，面上有扩大，治理赶不上破坏。全国水土流失面积**初期为17.4亩,到1980年约治理6亿亩。由于治理赶不上破坏，水土流失面积却扩大到22.5亿亩，约占国土总面积的1/6，涉及*千个县。全国山地丘陵区有坡耕地约4亿亩，其中修梯田约1亿亩，而另外3亿亩坡地正遭受水土流失的危害。据统计，我国每年流失土壤约50亿吨，损失n、p、k元素约4000多万吨亩,到1980年约治理6亿亩。由于治理赶不上破坏，水土流失面积却扩大到22.5亿亩，约占国土总面积的1/6，涉及*千个县。全国山地丘陵区有坡耕地约4亿亩，其中修梯田约1亿亩，而另外3亿亩坡地正遭受水土流失的危害。
2、水土流失的防治
水土流失是地表径流在坡地上运动造成的。各项防治措施的基本原理是：减少坡面径流量，减缓径流速度，提高土壤吸水能力和坡面抗冲能力，并尽可能抬高侵蚀基准面。在采取防治措施时，应从地表径流形成地段开始，沿径流运动路线，因地制宜，步步设防治理，实行预防和治理相结合，以预防为主;治坡与治沟相结合，以治坡为主;工程措施与生物措施相结合，以生物措施为主。只有采取各种措施综合治理和集中治理，持续治理，才能奏效。总之，科学技术以前所未有的速度和规模迅猛发展，增强了人类改造自然的能力，给人类社会带来空前的繁荣，也为今后的进一步发展准备了必要的物质技术条件。对此，人们产生了盲目乐观情绪，好象自己已经成为大自然的主人，可以长期掠夺资源而不会受到大自然的惩罚。然而，这种掠夺式生产已经造成了生态和生活的破坏，大自然向人类亮起了红灯。我们必须承认面临的严重危机，但是也应相信我们可以通过共同的努力战胜它，寻求新的发展道路。要解决环境污染问题，一个大的方向就是实施可持续发展战略，即保证现在的经济发展，又保证后代享受资源的权利，让我们世代都生活在没有污染的天空下吧。

何为环境?从哲学的角度来看，所谓环境，主要指我们所研究的主体周围的一切情况和条件。对于人来说，环境是指人生活于其中，并能影响人的一切外部条件的综合。人的生活离不开好的环境，在人类几百万年的历史进程中，环境对开创人类文明和进步发挥着巨大作用。
大气资源、水资源、土地资源等等，都是让人类得以生存的物质基础;而森林资源、矿藏资源等资源又为人类的不断发展提供物质，创造出地球上高度的`人类文明。但是，人类在开发利用环境资源的同时，也对自己的生存环境产生了一系列环境问题。
在我们身边就有很多污染环境的污染物，例如说：大量的生活废弃品，塑料袋(也称白色垃圾)，一次性木筷，一次性饭盒，果皮纸屑。污染物对环境来说，毫无疑问，肯定有很大的危害，例如动物的腐烂的尸体会影响环境卫生，而且还会滋生细菌。饭店、餐馆认为很卫生的一次性木筷，使用后随便一扔，影响了市容，破坏了环境。。
现在像我们柳疃镇、青乡乡，最*电网部门纷纷撤除喷水机器的使用。喷水机的使用对环境的污染更加恶化、污染了水资源对人们的身体健康危害甚大。人类的活动会使大量的工业、农业和生活废弃物排入水中，使水受到污染。又例如说，我们北部渤海湾受到工业、印染厂的废弃物排放大量鱼虾死亡，地区农民上海捕鱼，鱼的体内含有大量化学物质对人们的身体健康造成了危害。据资料统计，目前，全世界每年约有4200多亿立方米的污水排入江河湖海，污染了5.5万亿立方米的淡水，这相当于全球径流总量的14%以上。1984年颁布的中华人民共和国水污染防治法中为“水污染”下了明确的定义，即水体因某种物质的介入，而导致其化学、物理、生物或者放射性等方面特征的改变，从而影响水的有效利用，危害人体健康或者破坏生态环境，造成水质恶化的现象称为水污染。水的污染有两类：一类是自然污染;另一类是人为污染。当前对水体危害较大的是人为污染。水污染可根据污染杂质的不同而主要分为化学性污染、物理性污染和生物性污染三大类。
最*，我发现**部门、昌邑环卫局开始大力整治环境，沿街排查污染源，青乡街也定点安置了便民垃圾桶，替代了原来垃圾围绕街道，臭气熏天的状况。各个村庄开始整治村内环境的污染源，使街道、村庄焕然一新!而这不是主要的，更重要的是我们每个人自觉保护环境，保护我们赖以生存的家园，为了我们更为了我们的后代，树立好榜样，奠基好基础，让我们的家园更加美丽、更加丰富多彩!

随着社会的发展，经济的快速增长，环境污染也开始向农村蔓延，并已经成为环保工作的一项现实而严峻的课题。我国明确提出，到20xx年，农村改革发展的基本目标之一是：资源节约型、环境友好型农村生产体系基本形成，农村人居和生态环境明显改善，可持续发展能力不断增强。这些都为我们构建生态新农村提出了方向、明晰了思路。我们只有切实解决好危害农民群众身体健康、影响农业农村可持续发展的突出环境问题，才能使农村真正走向“生产发展、生活富裕、乡风文明、村容整洁、管理民主”的发展道路。
针对很多农村环境污染的情况，我们应该提出相应的可行的防治对策，并得到认真落实，以防农村经济的发展重蹈城市发展的“先发展，后治理”的覆辙，这样才有利于农村的可持续发展，

我国有3亿多人喝不上干净的水，其中超过60%是由于非自然因素导致的饮用水源水质不达标;农村人口中与环境污染密切相关的恶心肿瘤死亡率逐年上升，等等。
与城市系统、严密的环境保护监督管理相比，农村环境保护监督管理欠缺。环境监测、环境监理和环境规划在农村难见身影，致使农村环境保护形势越来越严峻，压力越来越大。农村环境污染可分为生活、生产、工业三大污染。从生活污染来看，由于农村很少有垃圾、污水处理设施，再加上农民意识的缺乏，生活垃圾随手乱扔，生活污水随意排放。从生产污染来看，农民在使用化肥、农药上缺乏科学性，流失的化肥、农药和随手扔掉的农药瓶，很容易造成水体和土壤的污染。从工业污染来看，国家对环保的重视程度日益增强，城镇的环保“门槛”也越来越高，那些高污染、高能耗的工业企业很难在城镇立足，于是转向广阔的农村，也正因此，农村的环境正在不断恶化。
随着以使用机械、农药、化肥为基础的特征的工业化农业的发展以及乡镇企业雨后春笋般的兴起，使得农村的环境问题变得异常严峻，严重制约了社会主义新农村的建设。为此党和国家领导高度重视，今年来曾先后多次召开解决农村环境问题的专项工作会议，部署和研究解决这一难题。然而由于农村环境问题具有影响因素多、影响范围广、影响程度大等特点，因此短时间难以见成效，因此迫切需要加大这一领域的研究。本实践团队在系统地分析了农村存在的主要环境问题后，探讨解决农村环境问题的对策和农民环境意识现状，以期为社会主义新农村建设提供一些理论依据。
1.农村存在的主要环境污染问题
1.1农村面源污染问题
1.1.1农药化肥的不合理使用
由于目前我国处于依靠农药、化肥来提高农作物产量的发展阶段,据统计目前全国农药用量达140万吨，其中杀虫剂70%，杀虫剂中有机磷农药占70%，而有机磷农药中高毒*种占70%。化肥的施用量为4700万吨左右,有机肥施用量仅占肥料施用总量的25%。由于农药、化肥的利用率只有30%-35%，绝大部分挥发到空气中或从排水沟渠流失，因而造成土壤、地下水、地表水和空气污染，进而通过呼吸或食物链影响人类身体健康。
湖南省是我国的农业大省，农药、化肥的使用量较大，对农村生态环境造成了严重的影响。农药、化肥对农作物的增产有很重要的作用，但长期使用，造成土壤物理性质恶化，据统计，20xx年全省农药的使用量达861吨，很多农药、化肥中含有重金属，造成水源的严重污染，同时化肥的使用导致田力下降、土壤板结，肥效降低，反过来又促使施用量增加，造成恶性循环。
1.1.2畜禽养殖业的污染
我国畜禽养殖规模发展迅速，目前全国大中型畜禽养殖场已*4万多家，我国每年产生的畜禽类粪便约27亿吨，cod(化学耗氧量)产生量6900多万吨，是全国工业和城市cod排放量的4倍多，已经成为农村主要污染源。然而我国畜禽养殖废弃物综合利用和污染防治水*还很低，一些地区养殖规模远远超过环境容量，且种养分离现象严重，大量畜禽粪便无法就*还田，而是直接排到土壤、河道中。由于畜禽粪便中含有大量的有机物，因此未经过处理直接排入土壤、河道中对农作物的生长和水源的污染危害极大。
长株潭地区农村水源丰富，但不合理的使用和欠缺保护，造成很多水源的严重污染。调研过程中据村民介绍，很多村民将家中的生活污水、畜禽的粪便随意排到农田和水沟里，造成地下水严重污染。原本清澈见底的水成了酱紫色的污水，下雨天，粪便、卫生纸和卫生巾等到处都是;村民下田时，皮肤常常发痒难受。
1.1.3农用薄膜的大量使用
大量使用农用薄膜已成为一项农业常规技术。我国农膜使用面积已突破亿亩，年残留量高达45万吨。大部分农膜不易分解，不但破坏了土壤结构，阻碍了作物根系对水的吸收和生长发育，降低了土壤肥力，造成地下水难以下渗，而且残膜在分解过程中分析出铅、锡、钛酸酯类化合物等有毒物质，造成新的土壤环境污染。
20xx年全省农膜使用量达446吨，20xx年单位耕地面积农膜使用量8.44kg/m2。农膜除了残留在耕地中，造成土质的污染外，废弃堆积情况随处可见，遇风雨天气，便在空中乱飞，挂在输电线、建筑物等上面，严重影响了农村面貌。
1.1.4秸秆焚烧
在历史上，我国秸秆多作为替代薪柴使用，现在随着农村经济的发展和条件的改善，煤炭、液化气等开始作为农村燃料代替了秸秆。此外，以秸秆为原料的小造纸厂全部被取消，也使大量秸秆成为无用废弃物。我国每年秸秆产量为7亿吨，其中有约40%未得到有效的处理和利用，又无处存放，压占大量土地，所以农民只有一烧了之。每年夏秋两季就会出现焚烧秸秆的现象。秸秆焚烧时所产生的烟尘，降低了大气环境质量，还造成了航空、铁路、公路的交通事故。
1.2农村生活污染
目前，我国农村生活垃圾、污水处理设施建设严重滞后，现在还基本处于“污水靠蒸发，垃圾靠风刮”的现状。全国约4万个乡镇中绝大多数没有环境保护基础设施，在60多万个行政村中，绝大部分污染处理还处于空白。据初步调查，全国农村生活垃圾年产生量2.8亿吨，露天碓房量超过30%，*均处理率为20%左右，绝大部分生活垃圾未经处理，不仅成为蚊蝇的孳生地，也成为地表水和地下水重要的面源污染。全国农村生活污水年产生量90多亿吨，*均处理率15%左右，其他均就*排往农舍附*的沟渠，因此对地表水和地下水的污染很大。
1.3乡镇企业污染
随着城市污染那你控制力度的加强，污染严重的工业企业向农村地区转移增加，成为农村新的污染源。由于进入乡镇的企业主要集中在造纸、印染、电镀、化工、建材等少数产业和土法炼磺、炼焦等落后技术上，大多数设备相对落后，产品技术层次不高，再加上监督管理不力以及企业的环保意识较差等原因，因而环境污染严重。农村工业污染已使全国16.7万*方千米的耕地遭到严重破坏，占全国耕地总量的17.5%。目前，我国乡镇企业废水cod和固体废物等主要污染物排放量已占工业污染物排放总量的50%以上，而且乡镇企业布局不合理，污染物处理率也显著低于工业污染物*均处理率。乡镇企业所排放的废水、废气和废渣占全国“三废”排放总量的比重分别为21%、67%和89%，已经成为环境保护的突出问题和影响人体健康的主要因素之一。
长株潭地区是我国重点开发的经济区之一，在国家政策的支持下，中小型乡镇企业如雨后春笋般兴起，这将对地区的经济发展有很大的带动作用，但在调研过程中，我们发现很多乡镇企业并没有很有效的“三废”处理措施，还有相当一部分直接将废弃物排入附*的河道或堆积在农田旁，在一些乡镇的工业园区，远远就可以问道一股刺鼻的味道。在对附*的村民的采访中，村民对此喜忧参半，一方面，乡镇企业给很多村民提供了很好的就业机会;另一方面，大家坦言环境已大不如前，农作物的产量没法保证，而人畜也只能生活在严重污染的环境中。
2.防治对策
2.1提高农民的`环境保护意识和参与意识
目前我国农民的整体素质水*还很低，环境保护意识淡薄，对环境保护缺乏迫切的要求和污染后果的危机感，因此人为地、随性地破坏环境问题十分突出。要彻底解决这些问题，就需要做好几个方面：一是要开展多层次、多形式的农村环境保护知识宣传教育，树立生态文明理念，提高农民的环境意识，调动农民参与农村环境保护的积极性、主动性，推广健康文明的生产、生活和消费方式。二是要开展环境保护知识和技能培训活动，培养农民参与农村环境保护的能力。三是要广泛听取农民对涉及自身环境权益的发展规划和建设项目的意见，尊重农民的环境知情权、参与权和监督权，维护农民的环境权益。
2.2多方筹集资金，加强农村环境基础设施建设
要解决农村环境基础设施建设问题，就必须落实好资金，纵观发达国家的经验，我们可以通过逐步建立**、企业、社会多元化投入机制来解决资金问题。首先中央和地方**均按照一定比例安排专项资金用于农村环境保护，与此同时还要加强对投入资金的制度安排，研究制定乡镇和村庄两级投入制度。其次要积极引导和鼓励社会资金参与农村环境保护。筹集的资金要优先用于以下两个方面：一是要加快推进农村垃圾集中收集和无害化处理设施建设。按照中心镇、一般乡镇、村庄区域区分，制定不同标准，分类组织实施。把农村垃圾处理等纳入城市公共基础设施建设，由**投资建设，采取“村收集、镇中转、失去处置”的运行机制，解决好农村生活垃圾随处乱倒的陋*。二是建设中心镇和重点乡镇生活污水集中处理工程，防止城镇污水污染。从现有城市污水处理厂处理情况看，城镇工业、生活污水处理后一般能够满足农灌用水的要求，既能防止污染水环境，也能够节约水资源。
从湘潭市环保局的工作人员得知，20xx年，湘潭市开始向国家环保部争取中央农村环保资金，对农村环境进行综合整治。当年，成功争取到资金77万元，对岳塘区板塘乡摇钱村进行了环境整治;20xx年，争取到272万元，分别对湘潭县白石镇潭口村、韶山市清溪镇清溪村、湘乡市棋梓镇鹅石村进行了环境整治;20xx年，争取到1700万元，对湘乡市和韶山市的农村环境进行了整治。
2.3依靠科技力量，大力发展新型农业
要把现代科学技术与传统农业技术的精华相结合，采取空秆还田、作物倒茬轮作和生物固氮等措施来增加土壤有机质含量，提高地力。把农业生产、农村经济发展和生态环境治理与保护、资源的培育与高效利用融为一体。大力推进农业产业结构调整，推广有机农业和生态农业，积极引导农民科学合理施用化肥和农药，提倡和推广使用有机肥料。逐步取消关闭小型饲养场，支持创办规模化的畜禽饲养场，采用科学化的排污治理手段。把种植业和林业、牧业、渔业以及相关加工业有机结合起来，建立具有生态合理性、功能良性循环、能耗低的新型综合农业体系，走循环经济之路，这样及解决面源污染问题，又带来经济效益，使农业经济走上健康、可持续发展道路，实现高产、优质、高效与持续发展目标，达到经济、生态和社会三大效益统一。
从株洲市环保局工作人员处了解到，全市有养猪户约20万户，年存栏规模500头以上的养殖场123家，其中20xx头以上的11家。规模在20xx头的养殖场在20xx年6月前已完成治理;500头以上的养殖场已于20xx年6月前完成治理。
在整治的同时，鼓励发展生态农业，市农办每年争取国债资金1000万元，利用养殖污水粪便建沼气池，，每家农户补助1200元，每年建设沼气池8000余个。畜牧部门还在三年内争取到3600万元的扶持资金，用于养猪小区的栏舍建设，20xx年改进完善规模养殖小区(场)76个，20xx年再度改良小区(场)65个。
2.4健全农村环境监管体系，加大环境监管力度
目前很多地方农村的环境监管工作基本处于真空无人管理的状况，因此各级**应高度重视，要逐步建立覆盖农村的环境管理组织体系，努力形成“层级职责清晰、面上责任落实、运转制度保障、防治公众参与”的农村环境保护工作新格局。各级农村环境监管部门应加大环境监管力度，严格执法，认真抓好农村地区工业企业污染减排，不能达标排放的企业限期治理、限产限排直至关闭。严格环境准入，淘汰环境污染严重的生产工艺和设备，防止“十五小”和“新五小”等企业在农村地区死灰复燃，防止污染由城市向农村转移。加强畜禽养殖污染防治监管，对新、改、扩建的规模化畜禽养殖场要严格执行环境影响评价和“三同时”制度。通过推行农村和农业环境保护目标责任制，农村环境综合整治定量考核制，能够促进各级**领导层对本辖区农业环境保护工作具体化，并通过量化指标考核，使农业环境保护工作具体化，别切实得到落实。
株洲市县级环境监测站人少、素质较低且监管能力及手段弱，醴陵、攸县站稍好外，其他3各站3-4人，离国家县级站的标准建设要求15人相差甚远。检测仪器缺乏，现有的几台仪器非常落后，均无专用检测车辆，大部分污染物县环境监测站无法检测，不能掌握其污染情况，监测站形同虚设。针对以上情况，株洲市重点加强先环境保护局的建设，建立了乡镇环境保护办公室或环保专干，建立了乡镇长及党委**的环境保护考核制度。

I have seen some poster of the family planning in 1978, and I think it is fool the common people in that time. So I always pity for all elderly Chinese people, and my parent tell me it was very cruel that time. When you born more than one child, you will have much and much punishment from the government, like to injure your house, increase your tax levy, but not cruel as kill you, so Chinese is very kind that time!
