(二)通过企事业单位环保专兼职干部，以点带面，全面提升整体环境意识。
一是在今年9月份，为了推进节能减排及松花江流域污染防治工作的顺利开展，在局领导的大力支持下，组织科室人员面向全市环境专兼职干部开办了首期环保培训班，培训班聘请了省环保局几位优秀讲师，从清洁生产、节能减排、循环经济等多角度讲解环境知识，这次培训班的开办，全面提高了企事业单位环保专兼职干部的综合素质，有利于更好的开展本单位的环境保护工作，更全面的对本单位职工开展环境教育，以实现节能减排、污染治理的根本目的。二是积极与鹤矿集团环保工作人员协调，利用安全生产岗前培训，向职工灌输环境知识及清洁生产常识。岗前培训班每周一次，普及到每位职工，使得环境教育工作能够面向全公司推广。
(三)协调六区、两县齐抓共管，将全民环境教育推向纵深。
带领科室人员向各区**免费发放环境教育读本3万册，指导他们先对本区(县)职工进行环境教育，然后再由社区向辖区内所有从业人员进行逐级教育。东山区和两县积极将环境课程纳入劳动和民政部门开展的业务培训课程中，并对20%的重点农户进行了绿色农业种植及生态保护培训，其它各区结合实际采取不同方式对群众进行环境教育，主要有为社区干部讲授环境课程;通过社区向群众宣传环境知识，举办环境知识竞赛等，通过我们的不懈努力，使我市部分城市居民及农民的环境意识得到显著提高，全民环境教育率达60%。
(四)通过各种不同培训形式，对机关事业单位从业人员开展环境教育。
积极与市委党校、市人事局、市劳动局取得联系将5000余册“全民环境教育”读本送书上门，使这三个单位能及时的在各种培训班开设环境教育课程，提高部分国家公务员和专业技术人员环境素质，从而达到以点带面，整体提高的目的，全年共举办培训班8期，有900余人参加培训，使我市全民环境教育工作在领导层、公务员、技术工人等多层面得到落实。
(五)注重课堂教学与学科渗透有机结合，全面提高学生环境意识。
1、协**育部门将环境教育纳入年度教学计划，保证师资配置和课时安排，实施环保课堂教学，环境开课率达100%。
2、组织学生参加环保主题活动和课外实践，在寓教于乐中促进学生环境意识的养成。
一是与市教育局联合组织了全市中小学“让环保走进我们的生活”主题班队会教育实践活动，有14个学校分别荣获各级奖项，并选出5所最具代表性的学校参加在市教师进修学院举办的优秀班队会观摩暨总结表彰活动。此次活动的开展有效促进了学生环境教育工作在教育部门的发展，有效推动了中小学对“绿色学校”创建工作的重视。

（一）认真落实“监督责任”，工作责任明确到位
年初结合县纪委工作要点，牵头制定党风廉政建设工作实施方案，对党风廉政建设任务进行层层分解，认真落实纪检组党风廉政监督责任。把党风廉政建设和反腐败工作纳入全局工作的重要议事日程，与其它业务工作同安排，同检查同落实。认真开展廉政防控机制建设，层层签订了《党风廉政建设责任书》、《廉政风险告知卡》和《履行党风廉政建设班子成员责任承诺书》，做到防微杜渐，确保领导干部“一岗双责”和廉政建设责任落到实处。
（二）抓好抓实廉洁教育，夯实思想政治基础
一是认真抓好党风廉政教育。把廉政教育纳入了中心组学*计划，为干部职工上廉政党课题3次，深入贯彻学*了新《**》、《廉政准则》、中央“八项规定”、省委“十项规定”、市委“十项规定”等党风廉政建设会议精神。围绕反对“官僚主义、形式主义、享乐主义和不正之风”等“**”活动，组织党员干部认真按照“照镜子、正衣冠、洗洗澡、治治病”的要求，实现“讲政治、提素质、转作风、树形象”的目标，不断提高全体党员干部拒腐防变能力。

（三）认真开展廉政活动，干部队伍清正廉洁

（四）认真推进“三转”工作，确保党风廉政取得成效
认真贯彻落实***、十八届三中全会和中纪委十八届三次会议精神，严格按照“三转”要求，做到转职能抓纪检监察主业，转方式强化纪检监督，转作风起到带头作用，聚焦主业，突出重点，创新方式方法，强化作风建设，有效推进了党风廉政建设和反腐败斗争各项工作。
二、存在的问题
一是工作水*有待提高。自己党风廉政建设理论水*和业务水*提高慢，对环保法律、法规等的掌握不够熟悉，还有待进一步提高。
二是廉政风险点排查监管不够全面。对排查出的廉政风险点没有深入分析研究，防控措施不够细化，相应监管制度还不健全，对防控措施执行情况检查力度还有待加强。

三、20xx年工作思路

年初结合县纪委工作要点，牵头制定党风廉政建设工作实施方案，对党风廉政建设任务进行层层分解，认真落实纪检组党风廉政监督责任。把党风廉政建设和反腐败工作纳入全局工作的重要议事日程，与其它业务工作同安排，同检查同落实。认真开展廉政防控机制建设，层层签订了《党风廉政建设责任书》、《廉政风险告知卡》和《履行党风廉政建设班子成员责任承诺书》，做到防微杜渐，确保领导干部“一岗双责”和廉政建设责任落到实处。
（二）抓好抓实廉洁教育，夯实思想政治基础
一是认真抓好党风廉政教育。把廉政教育纳入了中心组学*计划，为干部职工上廉政党课题3次，深入贯彻学*了新《**》、《廉政准则》、中央“八项规定”、省委“十项规定”、市委“十项规定”等党风廉政建设会议精神。围绕反对“官僚主义、形式主义、享乐主义和不正之风”等“**”活动，组织党员干部认真按照“照镜子、正衣冠、洗洗澡、治治病”的要求，实现“讲政治、提素质、转作风、树形象”的目标，不断提高全体党员干部拒腐防变能力。
二是抓好先进典型教育和警示教育。组织学*了《忏悔实录》和市纪委干部作风建设中通报的反面典型案例，组织观看警示教育片《国资之蠹》，7月1日，组织党员干部参观***廉政思想与实践教育基地，坚持用先进典型引导人，用反面典型警示党员干部。通过开展警示教育，强化了党员、领导干部牢固树立遵纪守法和廉洁自律意识，提高了明辨是非和拒腐防变能力，教育党员、干部要警钟常鸣，使党员和领导干部能真正触及灵魂，从中吸取教训，进一步增强廉洁自律意识。
（三）认真开展廉政活动，干部队伍清正廉洁
一是深入实施“廉洁土壤”工程，着力开展正风肃纪、效能提速、公开晒权、社会共建和强基固本“五项活动”，积极打造廉政文化机关，广泛开展宣传，营造良好氛围。二是认真开展违法用地违法建设整治工作，认真组织对违法用地违法建设行为进行了清理，全体干部职工共填写45份《违法用地违法建设整治工作承诺书》。三是开展“会所中的歪风”专项整治工作，加强宣传教育，全体干部签订了承诺书。四是认真开展干部职工收受红包礼金问题专项整治活动。全局干部职工共填写42份《拒收不送红包礼金承诺书》并进行了公示，自觉接受群众监督。五是集中开展庸懒散浮托问题专项整治工作。全体干部职工积极开展自查自纠，认真梳理查摆问题128条，列出整改清单和整改措施，逐一落实整改。纪检组通过定期和不定期的形式，重点对领导干部廉洁自律、机关干部迟到早退、上班时间聊QQ、玩游戏等不在状态等行为进行专项督查。
（四）认真推进“三转”工作，确保党风廉政取得成效
认真贯彻落实***、十八届三中全会和中纪委十八届三次会议精神，严格按照“三转”要求，做到转职能抓纪检监察主业，转方式强化纪检监督，转作风起到带头作用，聚焦主业，突出重点，创新方式方法，强化作风建设，有效推进了党风廉政建设和反腐败斗争各项工作。
二、存在的问题
一是工作水*有待提高。自己党风廉政建设理论水*和业务水*提高慢，对环保法律、法规等的掌握不够熟悉，还有待进一步提高。
二是廉政风险点排查监管不够全面。对排查出的廉政风险点没有深入分析研究，防控措施不够细化，相应监管制度还不健全，对防控措施执行情况检查力度还有待加强。
三是制度执行落实乏力。现阶段，各级制定的党风廉政各项规定和作风建设各项制度较多，但真正贯彻执行到位的较少。在当前党风廉政建设过程中，缺乏全面、系统、有效的考核机制，各项制度成了挂在墙上、说在嘴上的摆设，落实不是很到位。
三、20xx年工作思路
一是继续深化党风廉政学*。继续加强党纪政纪和法律法规的学*教育，重点组织对新**、新《环境保护法》、《廉政准则》、中央八项规定、省委省**十项规定和市委市**十一项规定的学*。同时，加强先进典型的示范教育，又用反面案例进行警示教育，使党员干部不断提高思想政治素质，帮助职工牢固树立宗旨意识和理想信念，筑牢拒腐防变思想防线。
二是继续强化“两个责任”的落实。紧密联系环保工作实际，拟定《20xx年党风廉政建设工作要点》和《20xx年党风廉政建设主要工作任务及责任分工》，明确工作任务，落实责任主体，强化责任担当，切实将党风廉政建设与环保业务工作同部署、同落实、同检查、同考核。
三是继续加强环保权力运行监督。以行政执法规范化建设为契机，加强排污收费、环评审批、行政处罚等行**力运行的监管力度，进一步完善行**力依法公开电子监察*台建设，以对行**力的实时监控和全程监督促进权力运行依法、便民、高效。
四是继续巩固党的群众路线教育实践活动成果。继续深化作风整肃活动，教育、引导和督促党员干部增强纪律意识，要把开展活动锤炼出来的务实作风始终保持好，巩固好、落实好，真心实意地为群众办好事办实事解难事，让广大群众亲身感受到开展教育实践活动带来的新气象。

20xx年1月，我被区人大常委会任命为区建设环保局局长，现将本人任职以来履行职务的情况报告如下，请予评议：
一、贯彻实施《建筑法》、《环保法》和《城市建设监察条例》等法律法规，自觉接受人大监督
在*两年的城市建设、城市管理和环境保护工作中，我始终把贯彻实施《建筑法》和《环保法》等法律、法规工作摆在重要位置。
一是通过开展“安全生产月”、“环保世纪行”等活动，增强各级决策者、投资者和广大市民的法律意识，取得了较好的社会效果;
二是采取召开座谈会等多种宣传形式开展建筑、环保、城管法律法规宣传和业务咨询，强化了人们的法律意识;
三是在行政执法中，认真执行《行政执法责任制》和《行政执法错案追究制》。任职以来，全局系统开展了两次行政执法检查，完善了行政执法委托制度和行政执法程序，没有发生一起行政诉讼案件。工作中，始终坚持把自觉接受人大监督作为做好本职工作的前提和保证。对于人大交办、督办的提案、议案和***在人大会议期间以及来信来访中提出的建议和意见，我都做到了亲自督办，认真整改，限期办结，及时回复。同时，每年都抽出一部分时间走访***，听取他们对单位和我个人的意见和建议，不断改进工作。任职以来，我直接或间接督促办理***的建议和意见13件，接待群众来信来访及电话投诉116次，调处环境污染纠纷34起，做到了事事有落实，件件有回复。
二、扎实开展城市建设、城市管理和环境保护工作，不断加快城市化进程
(一)不断提高城市建设水*，全面推进建筑市场规范化管理
两年来，按照高标准建设的要求，我和我的同事们积极配合区委、区**和市、区有关部门、单位，直接或间接地参与南城区的建设和协调工作，顺利地完成了各项城市建设任务。在建筑市场管理中，按照规范化管理、程序化运作的理念，简化办事程序，实行收费与管理分离，为全区经济发展创造良好的发展环境。同时，进一步规范施工企业资质审查、质量、安全生产管理和流动人口管理工作，对不具备资质条件的施工企业、项目经理及从业人员，一律不得准入或上岗作业。在工程质量管理中，严格按照施工程序进行质量监督，无一起建筑工程质量事故发生。在安全生产管理中，我们扎实开展安全生产月活动，全区建筑工程安全生产基本达标，施工人员安全意识普遍增强，安全生产系数稳步提高，全区在建施工企业投保率达98%，建筑市场安全事故死亡率每年都低于0.5‰。在配合计生部门抓流动人口计划生育工作方面，我们坚持与施工企业签订流动人口计划生育责任书，全区建筑工地没有出现违反人口与计划生育法的事件。20xx年度，我局被区**评为消防先进单位。20xx年度，本人被市规划建设局评为建筑市场管理先进个人。
(二)持续完善城市管理功能，努力提高执法人员素质
一是抓宣传教育，做到以理服人。针对掇刀新区农民转为市民的人数多、素质低的特殊情况，我们加大了对城市管理法规的.宣传力度，邀请违章司机、个体摊贩和私营企业老板面对面进行交心谈心，共同探讨城市管理方法，学*各种法律法规，不断提高市民素质。
二是提高人员素质，做到文明执法。采取走出去、请进来和每周学*日活动，狠抓爱岗敬业教育和素质教育，不断提高执法水*和管理水*
三是抓好综合整治，做到严格执法。*两年来，共清理占道摊点3150个，处理违章占道车辆2700台次，整治出店经营门店2100个，清理不合格户外广告牌300余块。在城市环境综合整治和路段管理上，我们采取堵疏结合、管教并举、联合执法等方式，扎实开展对道路交通秩序、经营秩序、环境卫生的综合整治。通过对板车、摩托车、过往客车、农用货车、出租车等进行整治，保证了全区正常的交通秩序;对全区主次干道的占道摆摊、出店经营进行了拉网式的清理;对乱泼乱倒、乱贴乱画、乱吐乱扔、乱牵乱挂等不文明行为进行了全面治理;依法取缔了十里牌、关公西路路口、商城东路等处的马路停车市场;采取划停车线、树立停车标牌、限制停车数量等方法，新设银归路、闸北路、阮家坪等停车场;分别在十里牌职教中心、深圳大道东段、商城东路、关公路口等处设立了20多个禁停标志;把关公大道作为严管路、示范路，通过以点带面，掇刀城区12条道路已有明显改观。
(三)更新观念，创新体制，不断推进环卫事业发展
是按照“经营城市”的理念，采取有偿服务、有偿经营等方式大胆改革，拍卖了商贸区路道路清扫保洁权，通过吸纳民间资本和**出资相结合，新增地埋式垃圾车1辆。
20xx年年初以来，我在局党组和局领导的领导和支持下，在上级业务部门的指导下，我和同志们一起认真开展“两评一树”活动，团结拼搏，开拓进取，尽职尽责，廉洁自律，较好的完成了局领导交给的各项任务。按照“两评一树”活动领导小组办公室的统一要求，下面，本人在广泛征求群众意见的基础上，梳理今年以来的工作、作风，对照群众满意的标准，查找自身不足，如有不当、不足之处，请领导和同志们批评指正，我将本着有则改之、无则加勉的态度，虚心诚恳接受。
