ｘｘｘｘ年大气方面的工作紧紧围绕《国家环境保护“十五”计划》中大气污染防治的工作目标和要求，以两控区和机动车污染防治为重点积极工作，取得了较大进展。
（一）两控区污染防治工作
1、***正式批复由我局和国家计委、国家经贸委、***联合上报的《两控区“十五”酸雨和二氧化硫污染防治计划》，这是ｘｘｘｘ年划定两控区后***首次批复的规划，为全面推动两控区工作，实现“十五”两控区污染控制目标提供保障。
2、召开了全国两控区工作会议，总结ｘｘｘｘ年以来两控区各地工作进展情况，交流经验，并部署了*期两控区重点工作。会后，向总局领导提交了关于两控区工作进展情况的报告，提出了进一步加强总局两控区工作的建议。
3、组织山东省、山西省、江苏省、河南省、上海市、天津市、柳州市和华能电力公司开展二氧化硫排放总量控制及排污交易政策实施试点工作。为试点工作制定了二氧化硫总量控制指标分配至排放源的方法；二氧化硫排污许可证管理办法；固定大气污染源在线监测运行、管理办法；排污交易管理办法等技术指导文件，指导试点地区核定当地重点污染源的二氧化硫允许排放总量指标，开展交易试点，并进行了培训。
4、严格控制两控区新建项目的二氧化硫排放总量，对监督司会签的20余个项新建项目的二氧化硫排放总量认真审核，提出意见。
5、组织山东、江苏、浙江、山西四省开展电力行业二氧化硫总量分配绩效方法的试点工作，调查四省电力行业绩效（每度电二氧化硫排放量）现状，提出四省电力行业绩效指标，核定二氧化硫总量指标。
6、积极推动国家有关经济综合管理部门出台有利于火电厂脱硫的经济政策。提出了“促进火电厂脱硫有关经济政策的建议”，召集部分脱硫火电厂和脱硫公司开会进行讨论。目前正在与国家计委、国家经贸委进一步协调。
（二）机动车污染防治工作
1、为落实***批准北京市提前执行国家机动车第二阶段排放标准（欧2标准）有关要求，发布了对达欧2标准车型进行型式核准的公告，首次公布了我国第一批达到欧2标准车型的公告，这对促进我国今后的新车管理体制改革起到了积极推动作用。ｘｘｘｘ年已发布四批3000多个达到欧2标准车型公告。
2、加强我局对新生产机动车环保达标的监督管理，完善了审批程序，理顺了管理体制。继续发布了四批新生产机动车环保达标目录（*3000个车型）；调整了对新生产机动车排放达标申报审核工作规范，进一步提高审核工作效率和质量。
3、继续推进出台《防治机动车污染监督管理条例》。重点就新生产机动车环保准入管理体制问题，与中编办、国家经贸委和认监委协调。
4、与国家经贸委共同组织了对重点生产企业停止生产化油器微型车情况进行执法检查，目前全国已经停止所有化油器微型车的生产，从今年年底开始国家经贸委将取消此类车的公告，**部门不再予以上牌照。
5、与**部协调在用机动车定期排放检测监督管理的职能转移工作，召开部分重点城市在用机动车污染监督管理工作讨论会，对目前机动车污染管理方面存在的问题进行调查，组织制定有关在用车定期检测的管理规范。
6、与国家经贸委共同继续对提前达到国家第二阶段排放标准的低污染排放小汽车生产一致性进行审查。，审核料共有11个企业的.111个车型获得减税。
7、加强对农用运输车污染的监督管理。与国家经贸委联合发布《关于改善农用运输车尾气排放和噪声污染问题的通知》；召开农用车生产企业会议贯彻落实，发布实施《农用车自由加速烟度排放限值及测量方法》的通知；要求农用运输车按照新标准组织生产并进行达标车型申报。
8、与***协调发展城市电车工作，积极推进城市发展无污染电车发展。与科技部共同推动清洁汽车行动。
（三）推动大气污染防治重点城市工作
1、依照大气法，划定大气污染防治重点城市。与国家计委、国家经贸委、***、***、**部等7部委协调，完成《大气污染防治重点城市的划分方案》上报***批复
2、继续组织开展大气污染防治重点城市颗粒物源解析工作，组织培训，指导重点城市制定空气质量达标计划。
3、与科技部共同推进清洁能源行动，确定“十八”个示范城市，促进城市用天然气、电、可再生能源等替代燃煤，建设高污染燃料禁燃区，改善城市空气质量。
4、对吉林省的扬尘污染控制工作进行专题调研，并转发吉林省环保局联合**厅、建设厅等7个部门联合下发的关于控制扬尘污染的通知。
（四）北京市大气污染防治工作
1、联合国家计委、国家经贸委和***将《北京市环境污染目标与对策（ｘｘｘｘ年-ｘｘｘｘ年）》上报***。
2、配合全国**对北京市大气污染防治及生态保护工作进行调研，重点就北京市工业结构调整和污染治理情况形成调研报告，提出措施建议。
3、围绕北京市举办XX年奥运会应达到的空气质量要求，统一协调局内外，继续支持、协助北京市采取控制大气污染的主要项措施。重点协调北京市实施更严格的机动车污染排放标准以及中央单位燃煤锅炉改烧天然气等方面工作。
（五）环境噪声污染防治工作
1、实施“安静小区工程”计划。编制了“安静小区指标”并在北京市召开了有区县环保局和物业管理公司参加的讨论会。
2、针对当前交通噪声污染严重的现状，开始实施机动车加速噪声排放标准，对不能达标的新车不能列入我局的达标车型公告，从源头上控制交通噪声污染。
3、铁路噪声防治稳步推进。今年又有北京和上海对进入市区的列车实行禁鸣措施，有效地改善了铁路周边地区的环境质量。
（六）保护臭氧层工作
加入哥本哈根修正案的部委协调工作。

二、重点工作计划
ｘｘｘｘ年重点工作是全面贯彻落实***两控区“十五”计划、大气污染防治重点城市划定方案和机动车排放污染防治管理条例。
一是全面贯彻落实***两控区“十五”计划，组织制定本地区两控区污染防治具体实施计划；督促落实二氧化硫重点污染治理项目，出台有利于火电厂脱硫的饿经济政策。
二是组织***划定的大气污染防治重点城市完成空气质量限期达标规划，确定城市质量达标的环境容量；制定大气污染防治重点城市环境质量达标考核办法。
三是与******配合，颁布〈机动车排放污染防治管理条例〉。重点开展对机动车达标车型的一致性检查，对生产、销售超标车的企业进行处罚，树立***对机动车达标排放监督管理的权威。
一、本月工作
1、撰写8月份大气通报，整合督察组对各级生态环境问题提出相关的建议，通报给各个成员单位。
2、根据《芜湖市环境空气质量生态补偿暂行办法》要求，对我区微站点8月份（8.1―8.31）数据进行统计与分析，统计结果如下：白马街道（第8名）、火龙街道（第11名）、中南街道（第14名）、�赂劢值溃ǖ�18名）、马塘街道（第26名）、南瑞街道（第31名），其中南瑞街道倒数第二。南瑞街道申请移动备用站点至水文站，目前正在协调中。
3、为落实挥发性有机物治理文件要求，根据市生态环境局统一部署，区生态环境分局联合市监测站在弋江区**楼顶开展夏季挥发性有机物加密监测，监测时间为75天；
4、接群众投诉“芜湖市弋江区伟业臻园旁边的新亚特电缆工厂隔三差五不是塑料加热的臭味就是烧焦的味道，都是在晚上搞，严重影响生活了”信访件后安排人员前往新亚特电缆厂开展现场检查，对企业营业执照、环评等相关许可证件进行检查，随后前往生产车间进行勘察，生产过程中未发现明显气味。
5、根据芜湖市20xx年大气污染防治重点工作调度要求，陪同王局前往芜湖卷烟材料厂开展VOCs废气治理工程专题调研会，协助企业解决废气工程建设难点，推进重点企业VOCs达标排放升级改造。
6、 8月8日对蔚蓝海岸商业街委托第三方检测公司进行噪声检测，根据检测报告结果对主要噪声源“弋江区五味坊漂鱼酒店”与8月24日下达环境问题的整改意见（市环弋发〔20xx〕41号），要求商家对楼顶空调器及油烟净化等相关设备产生的.噪声采取隔音降噪措施，并于8月31日整改完毕，确保达标排放；8月27日，生态环境分局组织召开蔚蓝海岸餐饮油烟噪声绿桌恳谈会，会上对餐饮油烟和噪声明确了整改要求，采取“三查一罚”措施以及“溯改测”的方式全力解决群众餐饮油烟问题和噪声困扰。市环境监察支队、区城管局、�赂劢值馈⑷辶治髟飞缜�、伟星蔚蓝海岸物业、餐饮企业代表3人、居民代表12人参会。
7、对5家油烟连续3日超标的餐饮企业上门下达告知函，督促企业及时清洗油烟设备，做好清洗记录，确保油烟达标排放。
8、撰写大气组相关亮点工作材料，报送新闻稿件，每周总结等相关文字材料。

一、健全组织，责任明确，各负其责抓落实
为加强社区环保工作的管理，加快绿色生态社区建设步伐，社区建立健全了环保组织机构，明确了相关职责。一是成立了工作领导小组，协调处理环保工作；二是配备了环保专职人员；三是将辖区划分为33个网格，配备了33名网格员，每个网格成立了3-5人的网格服务团队，利用社区星期三入户走访安排，定期对网格内环境卫生进行巡查、整治。
二、强化宣传教育，提高居民的环境保护意识
社区利用宣传栏、宣传单、黑板报等媒介，进行了广泛的生态环保知识宣传，主要内容包括“污染减排、绿色健康生活、大气污染防治”等多方面的生态环保知识。积极动员社区居民参加社区各类公益活动，不定期组织环保志愿者清理辖区内的死角垃圾及野广告50余次，出黑板报10次，发放了环保宣传资料1000余张。
结合今年的“六.五”环境日,社区于5月26日上午，以“六・五”环境日为主题，在社区小游园开展“6・5”环境日宣传活动，此次宣传活动以文艺节目演出、环保宣传、制作并悬挂“提高环境保护意识、保护美好家园”内容条幅1条、设立环保宣传咨询服务台、设立环保集中宣传展板30块、在辖区刊出黑板报4块等形式组织开展。为了更加丰富宣传活动内容，社区环保工作人员向居民发放了“改善环境质量推动绿色发展”环保知识宣传册、“低碳生活”宣传册、“大气污染防治及禁止燃放烟花爆竹的通告”、“禁止露天焚烧垃圾、秸秆、落叶的通知”等宣传资料，并对居民讲解大气污染防治内容。呼吁全民动员，从自身做起，从身边小事做起，自觉树立环保意识，共创宁静、安全、清新的生活环境。此次活动，内容丰富、形式多样、影响面广，充分地调动了广大居民节约能源、自觉保护环境的意识。
三、开展了节能领跑，绿色发展系列宣传活动
1．突出“节能领跑、绿色发展”的活动主题，在6月14日全国低碳日，组织社区志愿者在辖区小游园开展了节能低碳宣传活动；6月15日，配合区节能办在文化广场集中开展节能低碳宣传活动，通过发放宣传单、展出节水、节能、节电等宣传栏对居民进行节约每滴水、节约每度电的`宣传教育。
2．在辖区醒目位置张贴了“低碳节能从我做起”宣传海报8份，在楼道张贴栏张贴了“践行节能低碳，建设美丽家园”倡议书120份，“绿色出行促健康”倡议书33份，并通过社区公众微信*台发送了倡议书，号召广大市民和干部职工做节能低碳的宣传者、倡导者、践行者和示范者 。
3．充分利用辖区黑板报、电子屏、社区qq群、微信群、微信公众*台、发布节能低碳信息，刊出黑板报3期，发布节能低碳信息7条，倡导环保节约、低碳出行。
4．组织开展了“低碳节能，从我做起”体验活动。在6月16日，社区公务用车停开一天，全体职工步行、骑自行车或乘公交车上班，6月17日，社区复印机停用一天。以低碳出行和节约办公支持节能减排，体验低碳生活，提高环保意识。
5．结合社区“金芝・端午”香包制作活动，向参与香包制作的青少年、残疾人、和辖区居民发放了倡导绿色生活的削皮器和节能小窍门宣传册，引导他们从自身做起，在日常生活中树立节约环保意识。
6．在6月18日社区周五例会上，组织全体干部职工观看了节能低碳宣传视频，并学*了《党政机关厉行节约反对浪费条例》和《公共机构节能工作条例》，向广大职工普及了低碳办公知识，干部职工也相互交流了自己生活中的节约小窍门，在职工中树立了绿色消费的科学理念，营造了低碳时尚的良好氛围。
四、积极开展社区环境整治工作，不断提升社区生态环境质量
一是对辖区蔬菜市场、集贸市场、棚户区、居民区、商业网点等区域的小火炉、蜂窝煤炉进行了登记造册，并全面开展清理整治工作，取得了明显效果。二是对各居民区、商业网点违规设立的渣土堆放点、敞开式垃圾点进行了集中清理整顿，做到堆放垃圾有定点、垃圾清理有专人、卫生监督有专管。三是利用周三入户走访日向居民宣传环境保护法，大气污染“冬防”工作注意事项等环保知识。四是督促落实卫生保洁门前 “四包”，确保各居民区、商业网点周边卫生整洁。五是对易起尘的地面要求清洁工清扫时先洒水再清扫，全面动员辖区居民小组长、网格员进行监督、阻止，避免造成扬尘二次污染。六是组织志愿者清除了白色污染及楼道内、电线杆上的张贴物，清除楼道杂物等。七是对辖区商业网点进行排查登记，对有严重污染物（源）的网点进行整改制止。八是对影响居民的电气焊门点的气味、噪音、煤气、废料、辖区酒店的特殊垃圾等及时有效减少并处理。九是经常性地对旱厕、垃圾道、下水道开展消除病媒生物除四害活动，坚决杜绝疾病的侵入，保证了辖区居民有一个干净、整洁、优美的生活环境。
五、严格落实环境保护网格化管理工作
一是利用社区星期三入户走访安排，定期对网格内环境卫生进行整治。并安排城管卫生专干定期排查，做到情况清、底数明、整改有实效。二是建立了社区环境监管网格运行*台和处理问题台账，规范填写《环境保护网格巡查日志》，每月按时将问题查处台账报区环境保护网格监管工作领导小组办公室。

一、加强组织领导
成立了由镇党委**任组长，镇长、分管副职任副组长，各相关部门负责人、各村**主任为成员的大气污染防治工作领导小组，全面负责安排部署、组织落实和督导检查大气污染防治工作。同时制订了《黄村镇关于大气污染防治工作的实施方案》，，并与各村签订了大气污染防治责任状，严格责任落实，形成一级抓一级、层层抓落实的工作机制。
二、强化宣传引导
为普及大气污染防治知识，黄村镇通过发放宣传单、悬挂条幅、播放电子标语等形式大力宣传当前大气污染防治工作的形势，积极引导公众从自身做起，从小事做起，积极参与到大气污染防治工作中来，形成全民参与的.浓厚氛围。
三、重点工作进展情况
（一）秸秆禁烧和农作物秸秆综合利用工作
黄村镇把秸秆禁烧工作作为大气污染防治工作的重中之重来抓。
一是搞好宣传，营造氛围。为使禁烧工作收到实效，营造全社会广泛参与、农民群众自觉行动的禁烧氛围，充分利用悬挂横幅标语、发放宣传单、高音喇叭、电子标语等灵活多样的形式进行宣传。我镇统一组织制作宣传条幅80余条，悬挂到各村人流量较大的重要路口等显著位置，使禁烧工作做到家喻户晓，形成共识;充分利用高音喇叭进行宣传，各村每天早、中、晚多频次广播，大力宣传秸秆禁烧的政策规定、秸秆焚烧的危害以及处罚规定等;三是利用“黄村在线”微信公众号发布《致全县农民朋友一封信》；
利用便民服务大厅电子屏幕每天滚动播放秸秆、垃圾禁烧标语。
二是突出重点，积极联动。以县道和黄九公路两条主干道为重点，镇驻村干部、村巡逻小分队集中行动，深入田间地头，加强巡查督查，严把死守，确保不出问题，效果明显；
大力宣传秸秆还田的好处，鼓励并出资组织秸秆粉碎机械进行秸秆还田，有效地减轻了我镇秸秆禁烧压力。
三是严格督查，落实责任。镇**每天对全镇秸秆禁烧和综合利用措施落实情况进行督查，并及时协调处置突**况。镇党委**、镇长每天坚持深入各村，对全镇秸秆禁烧和综合利用工作进行全面督查。
（二）扬尘污染防治工作
一是企业防尘。我镇积极配合相关部门做好工业粉尘、烟尘污染防治工作，定期组织工作人员到镇域多家企业进行现场查看，监督各企业在生产过程中所产生的工业粉尘、烟尘达到相关规定；
二是建筑工地防尘。我镇项目办对进度缓慢，措施不力，整改不到位的建筑工地进行日常监督，采取措施，做好工地除尘相关的技术手段，确保有效完成建筑工地防尘任务；
三是环卫清扫防尘。我镇聘请了保洁人员对辖区内的道路进行清扫，同时，我镇严格落实机械洒水和人工清扫相结合的方式，最大限度的满足了防尘要求。
（三）机动车污染防治工作
为做好我镇机动车污染防治及减排工作，积极配合相关部门定期对镇域内机动车辆进行专项清理整顿，积极宣传环保大气污染防治相关的法律，淘汰和禁止使用黄标车，切实将我镇机动车污染减排工作落到实处。
（四）排污企业监管执法工作
我镇环保办工作人员每月按计划到大气污染物排放的企业进行巡查，现场检查企业是否存在违排或超排现象，严格落实监管责任。
（五）清洁能源宣传使用工作

第二天早晨是一个雾霾天气，小奔驰问路边的警车怎么会这样。警车说：“汽车尾气的大量排放使空气中悬浮着大量的烟尘等微粒，所以会有雾霾。
小奔驰这才恍然大悟，它急忙跑到公交车站台上，对公交车说：“对不起，公交车叔叔，我知道错了，汽车尾气不仅影响空气质量，还对我们的身体有害。你愿意以后都送我上学吗？”公交车听了小奔驰的话，不禁欣慰地笑了，它说：“当然愿意，知错就改还是好孩子！”

有一天，帅气的保时捷跑车酷酷在大街上疯狂地飙车。当他跑得正开心，嘴里还唱着欢快的小曲儿的时候，前方突然出现了一棵大树，可是他的车速太快了，刹车停不下来，结果“砰――”的一声，他撞倒了大树，大树压在了他的背上，他动弹不得，急的眼泪哗哗地流。好心的清洁车莉莉闻声上前来帮忙，可是大树太重了，莉莉废了九牛二虎之力也没有抬起大树。
莉莉见这情况自己挽救不了了，她突然灵机一动，发送信号找她的好朋友救护车美美来帮忙。然后美美打电话给了110*玛。
*玛知道情况紧急，立马驱车到达，一路上畅通无阻。*玛开心地对一道来帮助酷酷的年轻力壮的小伙子们说：“现在的人们都很文明，见到警车上的提醒灯打开了，行人们纷纷让开，一定是他们知道：肯定是哪里又出事了，不能耽误警察。因为，警察做的事情都是为人民服务的事情，对人民群众有益的事。一位好警察的职责就是帮助人们解决身边的难题。”
说着说着就到了，*玛看到了这个情况，一点也不慌张，一起来的小伙子有秩序地搬运着让人吃力的大树。很快，酷酷逃脱了大树的魔掌，不过他的眼泪系统的开关被撞开了，美美用娴熟的手法关掉了开关。
*玛对酷酷说：“安全驾车才是最重要的，如果为了一时的帅气或争夺那一点时间就会很容易引发车祸等想象不到的事情，后果不堪设想！所以驾驶车辆前不能喝酒，也不可以疲劳驾驶，安全出行是每个人应当做到的。下次一定要注意啊！告诉你一句公益用语：宁等三分，不抢一秒。”
酷酷低下头说：“我下次一定会注意的。”
这一天，停车场格外热闹。只见自行车、私家车、公交车和出租车围在一起嘀嘀咕咕说个不停。它们在干嘛呢？
原来它们要举行一场比赛。出租车郑重其事地说：“我来当裁判员，你们来比赛，谁先到前面的景山公园，谁就可以荣获‘音速飞车’这个称号。你们有兴趣吗？”
“比就比，谁怕谁啊，我可是公交车，有着专属的车道，肯定会先到公园的，如果我不赢，我就把名字倒过来写。”公交车抢先回答道。
这时，私家车也不甘示弱，嚷道：“你就吹吧，就凭你，还能赢过我，瞧你个头，想赢我简直是痴心妄想。”
大家你一言我一语争得面红耳赤，只有自行车默默无闻。因为它知道它们比自己更有优势，自己想赢确实不容易，但是它不甘心轻易认输，它在心里为自己暗暗加油。
“好了，”出租车说，“大家安静一下，比赛马上开始。预备，一，二，三，开始！”大家一听完口令，立刻使足全力出发了。刚开始，私家车遥遥领先，公交车不甘落后，紧追直上，只有自行车落后老远，大家都认为自行车必输无疑。但它始终没有放弃，努力向目的地行驶。
天有不测风云，马路上突然堵车了。堵车可是公交车、私家车的致命弱点，这让它们寸步难行，就算有专属车道也走不了，急得它们不停地按喇叭，可无济于事，只好无可奈何地等待着。这时自行车就占优势了，它改变路线，轻而易举地走上了附*的小道，七拐八拐就到达了终点，最终获得了胜利。过了好久，公交车和私家车也到了，它们垂头丧气，再也没有先前的洋洋得意的样子。
自行车微笑着说：“不要生气，我只是用我的优势胜了你们的短处，如果按照正常情况，我是会输的。”这时大家都笑了，都在为自行车感到高兴。
确实，有时强者不一定能成功，因为他们不能看到自己的缺点，而弱者却默默无闻，尽自己最大的努力完成。所以我们要做一个谦虚者，让自己默默进步。
随着时代的推移，汽车王国的汽车愈来愈多，它们行驶的速度也愈来愈快。这究竟是福是祸呢？
汽车国王也为这件事操碎了心思：主张快，怕出车祸；主张慢，又怕跟不上时代。大臣们有的支持快，有的支持慢，没有定论。
一天，在大街上，几辆汽车发生了争执。小汽车说：“我的本领最大！没有我，人们怎么出去玩、上班、上学呢？”
“别吹牛了吧！”面包车说，“我不是也一样可以？能载的人还比你多呢！”“你！你！”小汽车气得说不出话了。“明明是我本领最大！你看，每天有几十号人乘着我从这儿到那儿，从那儿到这儿，你们行吗？!”公共汽车也不甘示弱。卡车插嘴说：“你们看我，身材多么魁梧！开起来轰隆隆的，我可以载人，更可以一次拉几十吨的货物，把它们送到需要的地方去！除了我，你们谁能办到？”他们就这样你一句、我一句地争吵不休，争了半天也争不出个结果来。为了比比到底是谁的本领最大，它们决定举行一场“车王竞赛”，通过比谁的速度最快来选出本领最大的车。
比赛开始了，几辆车都用了最快的速度拼命往前开。说时迟，那时快，因为都抢着要超车，一个不留神，小汽车和公共汽车撞到了一起，面包车撞上了公共汽车，卡车撞上了面包车！啊呀呀，汽车们追尾了！这可是汽车王国的第一次车祸，周围的汽车由于慌乱，躲避不及，也纷纷撞到了一起。这场车祸足足闹了几个小时才*息，王国里足足损坏了200多辆汽车！
这件事传到了王宫，大臣们都吓坏了！再也没有人敢提倡加快行驶速度了。汽车国王下口谕：“大家各有各的用途，各有各的特长！本领的大小不在于速度快慢，安全才是头等大事。”从此，“慢速行驶”的指令传到了王国的每一个角落，汽车王国再也没有发生过第二次车祸。
